Welcome to the Records Department of the Noblesville Police Department. If you would like to report an accident, incident, violation, or other problem, call 9-1-1 or Hamilton County Dispatch’s non-emergency number, (317) 773-1300.
The working hours of the Administrative Office are from 8 a.m. to 4:30 p.m., from Monday to Friday, except for holidays. Cash, personal checks, money orders, cashier’s checks and credit cards are accepted forms of payment at the Records Window. Please note: An assistance fee will be applied to each credit card transaction to cover processing costs.
The Records Department is responsible for maintaining all reports filed by the Noblesville Police Department (NPD). Copies of traffic accident reports can be obtained for a state fee of $5.00. All other NDP reports are available free of charge. Please wait at least two business days after the report is submitted before requesting a copy. Incident reports are only available after the case is closed. You can call ahead to check availability at (317) 776-6340.
Reports can be picked up at our administrative office located in the Public Safety Building, 135 South 9thth Street, or you can request your report online at the appropriate link below.
Request and pay for accident reports electronically at: www.npdpayments.com. Accident reports will be emailed after claim and payment have been processed.
Request all other reports electronically at: Public records request, Noblesville Police Department. Requests will be processed in the order they are received.
INDIANA PERMIT TO CARRY A PISTOL (GUN PERMITS)
All citizens seeking a new permit to carry a handgun in the State of Indiana or needing to renew their current permit must begin the application process on the Indiana State Police website. From 1 July 2021, individuals applying for a lifetime personal protection license or a five-year personal protection license will only pay fees for electronic fingerprinting.
Electronic fingerprint
After completing the online application and before leaving the Indiana State Police (ISP) website, schedule an appointment for electronic fingerprinting. The Noblesville Police Department cannot provide fingerprints for gun permits. You must make your appointment through your ISP. There are several locations to choose from. You will pay a fee at the fingerprinting location.
Local background check
After completing the online ISP application and your electronic fingerprint, residents within the Noblesville city limits should complete this online form. Your local background check will be completed using information from this form and from your ISP application. The Noblesville Police Department will contact you via email once your background check is complete and your application has been approved by the Noblesville Police Chief. This usually takes two to three weeks from the time we receive your information. Check your junk and spam folders if more than three weeks have passed. Once your application is approved, you will need to fill out a form at the Noblesville Police Department. You will then be asked to show a valid driver’s license or ID. Your approval will then be forwarded to the ISP, and they will mail your license directly to the address provided on your application in approximately six to eight weeks.
If you live outside the Noblesville city limits, you will need to contact the Hamilton County Sheriff’s Department or local police station to complete the application process.
Please note: NPD local background checks are valid for 90 days. If you fail to meet the local requirements within this time period, you will need to restart the local background process.
GENERAL FINGERPRINTING AND LIMITED CHECKS
NPD will fingerprint citizens who live within the city limits of Noblesville free of charge (excluding fingerprinting for concealed carry permits which must be done by IdentoGO, (877) 472-6917. If you live outside the city limits, contact your local police station or County Sheriff’s Department Hamilton, (317) 773-1872.
NPD provides fingerprinting services on Tuesdays from 11 a.m. to 1 p.m. and Thursdays from 1 p.m. to 3 p.m. Fingerprinting can take time, so we require that you make an appointment in advance by calling (317) 776-6340. You will need to present a valid driver’s license or other form of identification at the appointment.
Limited background checks
NPD will perform limited background checks free of charge. These checks report only arrests that occur within Noblesville city limits. For more extensive background checks, contact the Hamilton County Sheriff’s Department, (317) 773-1872 or the Indiana State Police (https://www.in.gov/ai/appfiles/isp-lch/).
Individuals may only request a limited background check for themselves, and a valid ID will be required at the time a local background check is requested. Government agencies requiring a background check must present proper identification and a release form signed by the person being investigated.
Parking enforcement for the City of Noblesville is now handled by Denison Parking, a company with over 80 years of experience in the parking industry. Parking receipts are issued in accordance with City of Noblesville city ordinances and may be paid for here. You can contact Denison Parking at (317) 770-4300 with any questions.
If you want to dispute a parking ticket, click here here to print the court proposal form. Return the completed form to Denison Parking at 135 S. 9th Street, Noblesville, IN 46060. Your parking ticket will be frozen from the date the appeal was received or postmarked until the appeal process is complete. Noblesville City Court will contact you regarding a hearing date for your appeal. Please note: If the court finds you guilty, you will pay state court costs of $135 in addition to the original parking ticket.

Parking permits are available to people who work or live in downtown Noblesville. Fees depend on the type of permit requested and proximity to the city center. Residents and businesses within Noblesville city limits installing a new security alarm system or activating an existing alarm system after moving into a new residence will be required to complete an Alarm System Permit Application and pay a $5.00 application fee. You can print the permit application form via the link below. Bring the completed form and payment to the Noblesville Police Department during business hours or mail to the Noblesville Police Department, Attn: Records Clerk, 135 S 9th St, Noblesville, IN 46060. You will receive a numbered permit sticker to place on your storm door or window closer to the front door. Alarm permits are valid as long as you live in the location specified on the permit application.

According to the Indiana Bureau of Motor Vehicles, “Any out-of-state vehicle that is registered in Indiana, including vehicles owned by new Indiana residents and vehicles assigned to an Indiana resident on a manufacturer’s certificate of origin, must pass a vehicle inspection. The inspection will confirm the vehicle identification number (VIN). The inspection can be performed at any Indiana license branch or BMV-certified partner location at no charge, or it can be performed by a law enforcement officer who may charge up to five dollars. The official must fulfill a Physical inspection of vehicles or vessels – state form 39530 after the inspection of the vehicle.”
Citizens requiring a vehicle inspection should contact Hamilton County Dispatch at (317) 773-1300 to request the assistance of an available officer. After the officer completes the physical examination, the citizen will be required to pay a $5 examination fee. Payments in the record window can be cash, checks, money orders, cashier’s checks or credit cards. Payment by credit card will include a convenience fee. Payments can also be sent via US Mail or dropped into one of the drop boxes at the Public Safety Building. Please include the CAD event number with all vehicle inspection payments.
The Noblesville City Ordinance Governing Attorneys requires attorneys to apply, be approved, issue an attorney card, and follow the “Attorney Duties” listed below. Unlicensed attorneys or attorneys who engage in deceptive practices or otherwise violate the ordinance may be cited, fined, and have their license revoked. To report a violation call, call (317) 773-1300 when the violation occurs so an on-duty officer can be dispatched to the location.
